返礼品の生みの親「ふるさと納税、自浄作用を働かせるべきだった」 (インタビュー)
大阪府泉佐野市が総務省を訴えた「ふるさと納税訴訟」。係争の発端となった返礼品だが、実は誰がいつ始めたのか判然としない。有力な一説として、2017年末の税制改正でふるさと納税の創設が決まった際に、当時、佐賀県知事だった古川康氏が、老朽化した文化財の修復に寄付を充て、お礼に見学チケットを配る計画を発表したのがスタートだともいわれている。
