北海道や九州など三大都市圏から遠い自治体がふるさと納税の新ルールへの対応に苦慮している。2019年6月の制度改正で、返礼品や送料を含めた経費を寄付額の5割以下に制限する仕組みが導入されたためだ。大都市から離れた自治体ほど送料負担が大きく、「制度が不公平だ」との批判の声も上がっている。
